It all sounds relatively easy, right?
Well, let me give you an insight into what was happening in the background leading to what you will need to prepare for, in the future when using your Philippine credit card after the 09th of August 2021.
On the 10th of December 2020, the Department of Home Affairs introduced a cardholder authentication security function, 3 Domain Security (3DS) for online payments made with cards issued by Australian financial institutions ONLY.
Then by the 1st of July 2021, the 3DS authentication security functionality was activated for cards issued by financial institutions in the United Kingdom, United States, Canada, New Zealand, India, and Singapore.
Apparently, since July, tests have been conducted in several more locations and, to date, there have been no significant payment issues identified since the 3DS activation.
On Monday 9 August 2021, the Department plans to activate 3DS for the remaining card locations across the world and this will include the Philippines.
When you pay via debit or credit card: you must enter the address of the cardholder into the payment screen in ImmiAccount, the cardholder’s financial institution may require that you complete a card authentication challenge.
The payment transaction will fail, if the address entered into the payment screens is different to the address linked to the account of the cardholder, then the card authentication challenge is not completed successfully then ‘you would not had validly lodged your visa application to Australia from the Philippines’.
For Registered Migration Agents from Australia, they should ensure they comply with the Payment Card Industry Data Security Standard (PCI-DSS). If using a corporate or personal card to make payments on behalf of their clients and the financial institution sends a card authentication challenge, they will need to complete it successfully.
- If using a client’s credit or debit card to make payment say from the Philippines, Registered Migration Agents must ensure that the client is present or is able to be contacted in case their financial institution sends them an authentication challenge.
