Why is it a requirement to attend a CFO Seminar?

Established on 16th June 1980 through Batas Pambansa 79, the Commission on Filipinos Overseas (CFO) is an agency of the Philippine Government under the Office of the President tasked to promote and uphold the interests, rights, and welfare of overseas Filipinos and strengthen their ties with the Philippines.

  • Its primary task is to register and provide pre-departure orientation seminars to Filipino emigrants.

Commission on Filipinos Overseas (CFO) implemented the Guidance and Counselling Program (GCP) for fiancé(e)s, spouses, and other partners which included Australian nationals or of former Filipino citizens that now live permanently or are citizens of Australia.

Republic Act 10906 (“Anti-Mail Order Spouse Act of 2016) and Republic Act 10364 (“An Act Expanding the Anti-Trafficking in Person Act of 2012”) require the conduct of mandatory pre-departure counseling services for Filipinos in intermarriages.

  • The main objective of the program is to assist the integration of Filipinos in their host countries such as Australia by counseling them on the realities of international migration and preparing them to meet the practical, cultural, and psychological challenges in cross-cultural marriage and migration.

Commission on Filipinos Overseas (CFO) through the Guidance and Counselling Program (GCP) conduct pre-departure counselling services for Filipinos in intermarriages. It develops a system for accreditation of NGOs that may be mobilized for purposes of conducting pre-departure counselling services for Filipinos in intermarriages to Australians as well. It ensures that the counsellors have the minimum qualifications and training of guidance counsellors as provided by law.

  • Upon arrival in Australia Filipino spouses and de facto partners of Australian nationals are encouraged and entitled to seek further support and information from the hundreds of women refugees spread around Australia.
